My Lord,

With reference to my confidential telegram of the 21st of June, 1930, reporting the adoption of the Salaries Report, I have the honour to transmit a copy of the Report of the Retrenchment Commission appointed in fulfilment of the undertaking given to the Legislative Council on that occasion together with the Commissioners' covering letter which sets out the terms of reference, also a copy of a General Confidential Report by the same body. Both these

reports are receiving the careful attention of my Government and every effort will be made to carry out with a minimum of delay those recommendations which on examination appear to be compatible with a reasonable long view of the Colony's needs both as to the scope and the efficiency of its public services and with a due regard for the considerations set out in
